Massive overhaul of England and Wales policing announced
The home secretary has announced a blueprint for reforming what she called the broken policing model in England and Wales. Shabana Mahmood confirmed the shake-up will create a new National Police Service (NPS) to fight the most complex cross-border crime and could also see the number of local forces in England and Wales cut by around two-thirds. She told the House of Commons she also intends to make better use of technology - including the largest-ever rollout of facial recognition. This government's reforms will ensure we have the right policing in the right place, Mahmood said. I set out reforms that are long overdue and define a new model for policing in this country, with local policing that protects our communities and national policing that protects us all.

'British FBI' to take over terror and fraud probes in reforms to police A new national police force is being created to take over counter-terror, fraud, and criminal gang investigations. Home Secretary Shabana Mahmood said the new National Police Service (NPS), described as a British FBI, would deploy world class talent and state of the art technology to track down and catch dangerous criminals. It will bring the work of existing agencies such as the National Crime Agency and regional organised crime units under the same organisation, buying new technology such as facial recognition on behalf of all forces. Mahmood said policing was stuck in a different century and the new body will form part of a series of police reforms she will unveil on Monday. The NPS will cover England and Wales but be able to operate in the wider UK, setting standards and training.

Two police officers killed in explosion in Moscow
Three people - including two police officers - have been killed in an explosion in Moscow, Russian authorities have said. Two traffic police officers saw a suspicious individual near a police car on the city's Yeletskaya Street, and when they approached the suspect to detain him, an explosive device was detonated, Russia's Investigative Committee has said. The two police officers died from their injuries, along with another individual who was standing nearby. The attack comes two days after a senior Russian general was killed in a car bombing in the capital on Monday. Lt Gen Fanil Sarvarov died after an explosive device - which had been planted under a car - was detonated.

At an airport in South Carolina on Thursday, US representative Nancy Mace called police officers "fucking incompetent" and berated them repeatedly, according to an incident report. Nancy Mace, the South Carolina Republican congresswoman, unleashed a tirade against law enforcement at the Charleston International Airport on Thursday, WIRED has learned. According to an incident report obtained by WIRED under South Carolina's Freedom of Information Act, Mace cursed at police officers, making repeated derogatory comments toward them. The report says that a Transportation Security Administration (TSA) supervisor told officers that Mace had treated their staff similarly and that they would be reporting her to their superiors. According to the report, officers with the Charleston County Aviation Authority Police Department were tasked with meeting Mace at 6:30 am to escort her from the curb to her flight and had been told that she would be arriving in a white BMW at the ticketing curb area.

"Even explanations will not help in trusting [this] fundamentally biased system": A Predictive Policing Case-Study

In today's society, where Artificial Intelligence (AI) has gained a vital role, concerns regarding user's trust have garnered significant attention. The use of AI systems in high-risk domains have often led users to either under-trust it, potentially causing inadequate reliance or over-trust it, resulting in over-compliance. Therefore, users must maintain an appropriate level of trust. Past research has indicated that explanations provided by AI systems can enhance user understanding of when to trust or not trust the system. However, the utility of presentation of different explanations forms still remains to be explored especially in high-risk domains. Therefore, this study explores the impact of different explanation types (text, visual, and hybrid) and user expertise (retired police officers and lay users) on establishing appropriate trust in AI-based predictive policing. While we observed that the hybrid form of explanations increased the subjective trust in AI for expert users, it did not led to better decision-making. Furthermore, no form of explanations helped build appropriate trust. The findings of our study emphasize the importance of re-evaluating the use of explanations to build [appropriate] trust in AI based systems especially when the system's use is questionable. Finally, we synthesize potential challenges and policy recommendations based on our results to design for appropriate trust in high-risk based AI-based systems.
